  1. Approve the minutes from the Commissioners’ Court special meeting held May 24, 2022.

Public Forum:

  1. Open the floor for public forum. (Public comments, announcements and presentations will be limited to a maximum of three (3) minutes, unless a member of the court requests additional time for the presenter.)
6.

Department Monthly Reports:

  1. Hear presentations from the following departments regarding the monthly reports of all fines imposed and collected, all judgements rendered and collected for the use of the County, and all jury fees collected in the month of May 2022, pursuant to Local Government Code 114.044 and Texas Government Code 51.402:
    1. Chief Juvenile Probation Officer, Cory Marshall
    2. Director of Adult Probation, Corina Whitehead
7.

Airport Request:

  1. Discuss and consider approving the donation of a 35’ flag pole from the City of Andrews to be installed at the Andrews County Airport entrance gate.

Chief Juvenile Probation Officer Request:

  1. Discuss and consider approving Cory Marshall to attend the Annual West Texas Juvenile Chief’s Association 2022 Summer Conference in Ruidoso, NM.

Human Resource Request:

  1. Hear Employment Report for the month of May 2022.

Declarations:

  1. Discuss and consider extending the Declaration of Local Disaster for Public Health Emergency until 1l:59 P.M. July 12, 2022.

Fire Marshal Request:

  1. Discuss and consider approving an Order Prohibiting Certain Fireworks In Unincorporated Areas of Andrews County Effective June 7, 2022 under Local Government Code Section 352.051.

Elections Administrator Request:

  1. Discuss and consider accepting the Canvass Report for the May 24, 2022 Republican Primary Runoff Election.
  2. Discuss and consider accepting the Canvass Report for the May 24, 2022 Democratic Primary Runoff Election.
13.

County Sheriff Request:

  1. Discuss and consider approving a grant from Texas Department of Transportation’s Click It or Ticket Program that will reimburse the County for Sheriffs’ Deputies overtime spent on specialized traffic enforcement targeting the use of safety restraints. The grant will provide up to $2982 for Salaries and requires a match of 20%.  Andrews County will provide this in the fringe benefits paid for Social Security, Retirement, and Worker’s Comp.
  2. Discuss and consider approving a grant from Texas Department of Transportation’s Operation Slow Down that will reimburse the County for Sheriffs’ Deputies overtime spent on specialized traffic enforcement targeting safe speed.  The grant will provide up to $2982 for Salaries and requires a match of 20%.  Andrews County will provide this in the fringe benefits paid for Social Security, Retirement, and Worker’s Comp.

Tax Assessor-Collector Request:

  1. Discuss And Consider Approve/disapprove a homestead exemption for age 65 and older or disabled persons for property tax purposes in fiscal year 2022-2023 Texas Property Tax Code Section 11.13(d)(e).
  2. Discuss And Consider Approve/disapprove a general homestead exemption of up to 20% of a property’s taxable value or $5,000.00 whichever is greater for fiscal year 2022-2023 Texas Property Tax Code Section 11.13(n).
  3. Discuss And Consider Approve/disapprove the split payment of property taxes for fiscal year 2022-2023 and will remain in effect until rescinded. Texas Property Tax Code Section 31.03(a)(c).
  4. Discuss And Consider Approve/disapprove an optional road and bridge fee not to exceed $10.00 for vehicles registered in Andrews County, excluding vehicles that are exempt Texas Transportation Code 502.401(a).
15.

Declare As Surplus, Pursuant To Local Government Code 263.152(a)(1):

  1. Discuss and consider approving to declare as surplus to be sold at auction the following item from the ACE Arena, Dump Truck asset tag #8/9.
  2. Discuss and consider approving to declare as surplus to be sold at auction the following item from Precinct 3, Ford Tractor; asset Tag #0028.

County Auditor Reports:

  1. Consider approving the various budget amendments for the 2021-2022 Budget year under Local Government Code 111.010(d).
  2. Consider approving the payment of financial obligations and payroll for Andrews County and cancel all warrants.
17.

Executive Session:

  1. Enter into executive session (Discussion only: closed to the public) (Pursuant to Texas Government Code Section 551.072 (Deliberations about Real Property). MAY BE DISCUSSED AND ACTED UPON, IF APPROPRIATE, IN OPEN SESSION.
