approving Wayne M. Manning, CPA as the outside auditor to perform the annual audit of Andrews County Comprehensive Annual Financial Report for the year ended September 30, 2020 by executing the Audit Engagement Letter dated May 7, 2021.

Discuss and consider

approving a line item transfer from Non-Departmental Contingency 005-40115-488 in the amount of $3,625.96 to line item Non-Departmental Road and Bridge Fire Fund line item No. 005-40115-217 to cover payment of the Yellowhouse Invvoice No. 619232 in the amount of $6,055.73 for repairs to Precinct 3 blades used in the west Andrews County pasture fire that occurred on March 22, 2021.

approving Amendment No.1 to Contract No. HHS0006397900008 under the Primary Health Care Grant Program with the Texas Health and Human Services Commission to add $18,141.00 to the contract for state fiscal year from September 1, 2020 through August 31, 2021 contingent upon serving 545 unduplicated clients for Primary Health Care services at the Andrews County Health Department. 

Discuss and consider

approving an amendment to the Pharmacy Services Agreement between Andrews County Health Department and Avita Drugs, LLC and Long's Drugs of Lexington, SC to revise the names and addresses of several of its pharmacies and to add PMQ, Group,LLC d/b/a Avita as the parent entity for all pharmacies participating in the drug purchasing program with Andrews County Health Department under Section 340B of the Public Health Service Act.

approving invoice 504202 from Stewart's Welding for the aluminum welder and machine to replace pipe on 2 historical marker signs for the Legacy Park Project to be paid from Fund 47, Legacy Fund.

extending the Declaration of Local Disaster for Public Health Emergency until 11:59 P.M. June 18, 2021.

approving to file an Unclaimed Property Capital Credits for Counties request with the Texas State Comptroller, Texas Property Code Section 74.602.

approving the Texas Official Bond and Oath for Tinson Rasbury, Assistant Auditor.

Discuss and consider

approving payment of $12,604.45 to Halo Architects for invoice numbers 1153 in the amount of $1,485.24, 1178 in the amount of $7,000.00, 1190 in the amount of $3,000.00 and 1229 in the amount of $1,030.00 in construction administration services/architectural services for the Lakeside Ballpark project to be paid from Fund 47, Legacy Fund. 

Discuss and consider

approving Invoice No.1232 in the amount of $15,000.00 from Halo Architects for preparation of Construction Documents for the 4-H ACE Arena Renovation Project, to be paid from Fund 47, Legacy Fund.

Consider approving the various budget amendments for the 2020-2021 Budget year under Local Government Code 111.010(d).


Consider approving the payment of financial obligations and payroll for Andrews County and cancel all warrants.


Entertain a motion to adjourn.
