  1. Approve the minutes from the Commissioners’ Court regular meeting held May 10, 2022.
  2. Approve the minutes from the Commissioners’ Court special meeting held May 10, 2022.

Public Forum:

  1. Open the floor for public forum. (Public comments, announcements and presentations will be limited to a maximum of three (3) minutes, unless a member of the court requests additional time for the presenter.)

Department Monthly Reports:

  1. Hear presentations from the following departments regarding the monthly reports of all fines imposed and collected, all judgements rendered and collected for the use of the County, and all jury fees collected in the month of April 2022, pursuant to Local Government Code 114.044 and Texas Government Code 51.402: 
    1. Chief Juvenile Probation Officer, Cory Marshall
    2. Justice of the Peace 1, Mary Jane Baeza
  2. Hear monthly reports for the months of March and April from, Paige Bowman, Director of Andrews County Library.

Youth Recreation Center Committee:

    1. Hear presentation from Kenny Burns of Burns Architecture regarding his proposal to serve as the Architect for the new Youth Recreation Center construction project
    2. Discuss and consider approving a contract with Kenny Burns of Burns Architecture to serve as the Architect for the new Youth Recreation Center construction project as recommended by the Youth Recreation Center Construction Project committee.

Library Request:

  1. Discuss and consider accepting a donation in the amount of $200.00 from the DAR for the Andrews County Library. 

Health Department Request:

  1. Hear presentation of current COVID status in Andrews County and on the Status of the Health Departments Community Health Assessment.
  2. Discuss and consider approving Gordon Mattimoe and Keely White to attend the 2022 NACCHO 360 Conference at the Hyatt Regency in Atlanta, Georgia. Airfare, hotel, and conference fees will be paid from the “Building the Workforce Capacity of Rural and Frontier Health Departments to Respond to COVID-19 Grant”.

Airport Request:

  1. Discuss and consider approving the CRRSSA agreement requesting the allocated reimbursement funds in the amount of $13,000 for airport expenses and upgrades.

Elections Administrator Request:

  1. Discuss and consider accepting the Canvass Report for the May 7, 2022 Constitutional Amendment Election.

Fire Marshal Request:

  1. Discuss and consider approving an Order Prohibiting Outdoor Burning In Andrews County Effective May 17, 2022 Through August 15, 2022 in accordance with Local Government Code Section 352.081.

Parks Department Request:

  1. Discuss and consider approving the modified Andrews County Fees for opening, closing, and cemetery property, effective May 17, 2022. 

Commissioner Anderegg Request:

  1. Discuss and consider a modified easement agreement with ONCOR to replace an existing pole with either metal or concrete.

County Clerk Request:

  1. Discuss and consider approving the Software as a Service Agreement with Tyler Technologies, in the amount of $51,950.00, for upgrade to Self Service and adding Fraud Guard, eRecording and Vitals access web portal, and migrate on-line access to Official Public Records from County Government Records to new Self Service with eCommerce for the County Clerk’s Office.  To be paid from the ARPA Grant Fund 125.

County Auditor Request:

  1. Discuss and take action to award Andrews County’s Road Improvement Bid for the County Transportation Infrastructure Fund (CTIF) grant to C.K. Newberry, LLC.
  2. Discuss and consider approving the State of Texas DIR-CPO-4437 Contract between Andrews County and CMC Business Systems, Inc. c/o Canon Financial Services for a Canon IR-DX4725i copier at an annual lease cost of $1,381.44 and annual maintenance cost $540.00 for a total annual lease cost of $1,921.44 payable in four annual payments for the Andrews County Youth Recreation Center to be paid from Fund 005, General Fund.

County Auditor Reports:

  1. Consider approving the various budget amendments for the 2021-2022 Budget year under Local Government Code 111.010(d).
  2. Consider approving the payment of financial obligations and payroll for Andrews County and cancel all warrants.

Texas Government Code Section 551.072 (Deliberations about Real Property), Texas Government Code 551.073 (Deliberations about Gifts and Donations), Texas Government code 551.074 (Personnel Matters), Texas Government Code 551.0745 (Deliberations about a County Advisory Body), Texas Government Code 551.076 (Deliberations about Security Devices), and Texas Government Code 551.087 (Economic Negotiations).In the event that the Court adjourns into Executive Session unless otherwise specified on the agenda, the Court will announce any other parties who are authorized to be present during the deliberations in Executive Session and will announce under what section of the Texas Government Code the Commissioners Court is using as its authority to inter to Executive Session.
