Minutes:

  1. Approve the minutes from the Commissioners’ Court regular meeting held April 26, 2022.
  2. Approve the minutes from the Commissioners’ Court special meeting held April 26, 2022.

Public Forum:

  1. Open the floor for public forum. (Public comments, announcements and presentations will be limited to a maximum of three (3) minutes, unless a member of the court requests additional time for the presenter.)

Health Insurance Committee Request:

  1. Discuss and consider approving the Plan Change Request Form for Andrews County Employee Insurance Plan to allow 1. Deductible and Out of Pocket Maximums to cross apply on all tiers, including Out of Network, 2. SSO – Change to “subject to applicable benefit based on where service is performed.”, 3. Medical plan to cover all Diabetic supplies at no member responsibility, 4 RAPS – add hospitalist to category, add 50 miles from Participants place of residence for out of area, and 5 Genetic Testing to reflect: “member who has a positive screening exams are eligible for genetic testing and counseling as recommended by the Health Insurance Committee.

Human Resource Request:

  1. Discuss and consider approving the recommendation of the District Judge to promote Corina Whitehead from CSO Pay Grade 10 Step 14 $28.15 to Director of Adult Probation Pay Grade 16 step 15 $32.70 effective 5/5/2022.
  2. Present Daniel Caballero as the 2021-2022 Safe Employee Recognition Campaign – Honor Roll Award winner on behalf of the Public Workers’ Compensation Program.

Investment Committee Request:

  1. Hear the presentation of and consider approving the Investment report for the fiscal quarter ending March 31, 2022 as presented by the Andrews County Investment Committee in accordance with the Public Funds Investment Act Chapter 2256 Texas Government Code.

Fund 47:

  1. Discuss and consider approving change order No. 1 from Triple G Lawn Care & Comm. Svcs, LLC for additional concrete side walks for the ACJLA ACE Renovation project required under the Americans with Disabilities Act.
  2. Discuss and consider approving Invoice No. 1783 in the amount of $6,800.0 from Triple G Lawn Care & Comm. Svcs., LLC for progress billing payment for the ACJLA  ACE Arena Renovation Project, to be paid from Fund 47, Legacy Fund.
  3. Discuss and consider approving Invoice No. 1784 in the amount of $133,780.06 from Triple G Lawn Care & Comm. Svcs., LLC for completion billing payment for the ACJLA  ACE Arena Renovation Project, to be paid from Fund 47, Legacy Fund.
  4. Discuss and consider approving Invoice No.  S112555741.001 in the amount of $6,147.63 from Morrison Supply Company for pvc pipe and other supplies to run water to the outdoor sheds at the ACJLA ACE Arena Renovation Project, to be paid from Fund 47, Legacy Fund.

Right-of-Way Easement:

  1. Discuss and consider approving the Right-of-Way agreement between Andrews County and Fasken Oil & Ranch, Ltd to construct, reconstruct, lay and maintain a 16" SDR-11 Frac Water Line by boring under public roads SE 8000, Section 1, T2N Block 41 & Sec. 8, T1N Block 41, G&MMB&A Survey.
  2. Discuss and consider approving the Right-of-Way agreement between Andrews County and Fasken Oil & Ranch, Ltd to construct, reconstruct, lay and maintain a 16" SDR-11 Santa-rosa Line by boring under public roads SE 8000, Section 1, T2N Block 41 & Sec. 8, T1N Block 41, G&MMB&A Survey.
  3. Discuss and consider approving the Right-of-Way agreement between Andrews County and Fasken Oil & Ranch, Ltd to construct, reconstruct, lay and maintain a 16" SDR-11 Oil Line by boring under public roads SE 8000, Section 1, T2N Block 41 & Sec. 8, T1N Block 41, G&MMB&A Survey.

County Auditor Reports:

  1. Consider approving the various budget amendments for the 2021-2022 Budget year under Local Government Code 111.010(d).
  2. Consider approving the payment of financial obligations and payroll for Andrews County and cancel all warrants.
