Minutes:

  1. Approve the minutes from the Commissioners’ Court special meeting held February 28, 2022.

Public Forum:

  1. Open the floor for public forum. (Public comments, announcements and presentations will be limited to a maximum of three (3) minutes, unless a member of the court requests additional time for the presenter.)
6.

Department Monthly Reports:

  1. Hear presentations from the following departments regarding the monthly reports of all fines imposed and collected, all judgements rendered and collected for the use of the County, and all jury fees collected in the month of February 2022, pursuant to Local Government Code 114.044 and Texas Government Code 51.402:
    1. Cory Marshall, Chief Juvenile Probation Officer
    2. Vicki Scott, County Clerk
7.

Fund 47:

  1. Discuss and consider approving Invoice No. 1774 in the amount of $6800 from Triple G Lawn Care & Comm. Svcs., LLC for progress billing payment for the 4-H ACE Arena Renovation Project, to be paid from Fund 47, Legacy Fund.
  2. Discuss and consider approving Invoice No. 1776 in the amount of $7,345 from Triple G Lawn Care & Comm. Svcs., LLC for progress billing payment for the 4-H ACE Arena Renovation Project, to be paid from Fund 47, Legacy Fund.
8.

Airport Request:

  1. Discuss and consider approving the ARPA agreement requesting the allocated reimbursement funds in the amount of $32,000 for airport expenses and upgrades.
9.

Fire Department Request:

  1. Discuss and consider approving to remove a 2016 Chevy Tahoe SSV 4X4, tag #9780, VIN 31448, from the fixed asset and insurance liability list for the Fire Control Fund to be donated to the City of Andrews EMS Department.  This vehicle was purchased by the Andrews County Volunteer Fire Department from funds donated by Bad Boy Blast.

Director of Human Resource Request:

  1. Discuss and consider approving to pay an election worker to retabulate the 2022 March Primary Election results after mail in ballots were received.

Elections Administrator Request:

  1. Discuss and consider accepting the Canvas Report for the March 1, 2022 Republican Primary Election.
  2. Discuss and consider accepting the Canvas Report for the March 1, 2022 Democratic Primary Election.
12.

County Sheriff Request:

  1. Discuss And Consider approving Jorge Payen, awarded the Advanced Jailer Certification by the Texas Commission on Law Enforcement Officer Standards and Education, to request authorization to elevate from Jailer II, Pay Grade 10, Step 11 to Jailer III, Pay Grade 11, Step 11, $27.00 per hour, effective March 24, 2022. This amount is budgeted in the 2021-2022 Jail budget. 
  2. Discuss And Consider approving Flor Castro, awarded the Advanced Jailer Certification by the Texas Commission on Law Enforcement Officer Standards and Education, to request authorization to elevate from Jailer II, Pay Grade 10, Step 14 to Jailer III, Pay Grade 11, Step 14, $28.65 per hour, effective March 24, 2022. This amount is budgeted in the 2021-2022 Jail budget.
  3. Discuss And Consider approving Ernesto Macias, awarded the Basic Jailer Certification by the Texas Commission on Jail Standards, to request authorization to move to Pay Grade 8, Step 3, $20.84 per hour, effective March 24, 2022, due to the realignment of Pay Grade System for the jailers. This amount is budgeted in the 2021-2022 Jail budget. 
  4. Discuss And Consider approving Joshua Shruck, awarded the Basic Jailer Certification by the Texas Commission on Jail Standards in December of 2021, to request authorization to move to Pay Grade 8, Step 3, $20.84 per hour, effective March 24, 2022; due to the realignment of Pay Grade System for the jailers. This amount is budgeted in the 2021-2022 Jail budget. 
13.

Health Insurance Committee Request:

  1. Discuss and consider approving the recommendation of the Health Insurance Committee to amend Andrews County Employee Insurance Plan to allow any -ologist service rendered in conjunction with PRMC or other Preferred Tier provider/facility should be paid at the higher benefit amount with deductible waived.
14.

Declare as Salvage:

  1. Discuss and consider approving to declare as salvage to be destroyed the following item from the Andrews County County Clerk’s Office, pursuant to    Local Government Code Chapter 263.152 (a)(3):  4 Fujitsu FI-6130Z Scanners Asset Tag #s 9372, 9376, 9387, and 9530.
  2. Discuss and consider approving to declare as salvage to be destroyed the following items from Andrews County Precinct 2, Road and Bridge pursuant to Local Government Code Chapter 263.152(a)(3): Motorola XT 51500, Asset Tag #’s 9886 and 9196, Auto Lazer 2100, Asset Tag # 6612.
  3. Discuss and consider approving to declare as salvage to be destroyed the following items from Andrews County Airport, pursuant to Local Government Code Chapter 263.152(a)(3):HP Officejet ProPrinter 8600, Asset Tag # A8930.

Budget Amendments:

  1. Consider approving the various budget amendments for the 2021-2022 Budget year under Local Government Code 111.010(d).
16.

County Auditor Request:

  1. Consider approving the payment of financial obligations and payroll for Andrews County and cancel all warrants.

In the event that the Court adjourns into Executive Session unless otherwise specified on the agenda, the Court will announce any other parties who are authorized to be present during the deliberations in Executive Session and will announce under that section of the Texas Government Code the Commissioners Court is using as its authority to inter to Executive Session.
