Discuss and consider

approving the Change Order Request (COR) from McNeill Sport Turf LLC for the names of fallen Veterans to be added to the scoreboards for each field in the amount of $6,300.00 for the Lakeside Baseball Project to be paid out of Fund 47, Legacy Fund.

Discuss and consider

approving Change Order Request (COR) from McNeill Sport Turf LLC for additional concrete sidewalks and ADA ramps connecting areas at concessions and around fields 3-4 in the amount of $25, 950.00 for the Lakeside Baseball Project to paid out of Fund 47, Legacy Fund.

Discuss and consider

approving Change Order Request (COR) from McNeill Sport Turf LLC for rock/concrete drilling on four piers 36"x10'-contractor encountered foreign debris in the soil profile due to unknown activities years ago on the site therefore heavy drilling procedures are needed to complete the lighting installation in the amount of $8,500.00 for the Lakeside Baseball Project to be paid out of Fund 47, Legacy Fund.

Discuss and consider

approving Change Order Request (COR) from McNeill Sport Turf LLC for additional labor repairs and or placement of irrigation system parts and supplies in the amount of $44, 420.00 for the Lakeside Baseball Project to be paid out of Fund 47, Legacy Fund.

Discuss and consider

approving a $2,261,228.26 par value FNMA REMIC (Real Estate Mortgage Investment Conduit) 2013-42 Bond CUSIP Number 3136AD6V6 held in custody by BBVA as pledged collateral against all County deposits held on account at American Momentum Bank pursuant to Sec 1.h. of the Depository Contract executed May 28, 2019.

Discuss and consider

approving the State of Texas DIR-CPO-4437 Contract between Andrews County and CMC Business Systems, Inc. c/o Canon Financial Services for a Canon IR-525iF III copier at an annual lease cost of $764.64 and annual maintenance cost $518.40 for a total annual lease cost of $1,283.04 payable in 4 annual payments beginning November 2020 for the Tax Assessor/Collector's Office to be paid from Fund 005,General Fund.

Discuss and consider

approving an agreement with Grantworks, Inc for project delivery services for the County Transportation Infrastructure Fund (CTIF) grant program estimated to cost $223,049.22 to be paid out of Fund 14, TIF Grant Funds.

Discuss and consider

approving the purchase of a new 2021 XL Specialized Trailer from Warren Cat on Buyboard Contract #515-16 in the amount of $81,500.00 less a trade allowance of $11,500.00, for a net difference of $70,000.00 for Andrews County Precinct 3 to be paid from Precinct 3 fund.

Discuss and consider

approving to declare as salvage to be destroyed the following item from Andrews County Precinct 3, pursuant to Local Government Code Chapter 263.152(a)(3): Asset Tag# 9044 (HP Touchsmart PC replaced with Windows 10 PC).

Discuss and consider

approving Application and Certificate for Payment No. 20 in the amount of $73, 510.47
from Sedalco, Inc. for construction services at the new Andrews County Sheriff's Office and Jail to be paid from Fund 101, Jail Construction Fund.
16.

Discuss and consider

approving Application and Certification for Payment No. 11 in the amount of $2,308.50 from Teinert Construction for progress billing for construction services at the new Andrews Food Pantry to be paid to Andrews Independent School District from Fund 47, Legacy Fund.
17.

Hear

the presentation of and consider approving the Investment Report for the fiscal quarter ending September 30, 2020 as presented by the Andrews County Investment Committee in accordance with the Public Funds Investment Act Chapter 2256 Texas Government Code.
18.

Consider approving the various budget amendments for the 2020-2021 Budget year under Local Government Code 111.010(d).

19.

Consider approving the payment of financial obligations and payroll for Andrews County and cancel all warrants.

20.

Entertain a motion to adjourn.
